According to the city plan of Sanya, Luhuitou Peninsula is to be an international top holiday area of sightseeing, resorts and high level residential buildings include hotels, villas, golf courses, community center, green land and public facilities.

根据2005年8月12日出台的三亚南边海路控制性详细规划意见，将把南边海路区域建成为高档游艇旅游景区，鹿回头风景区及旅游度假区。并将南边海路北侧滨水地带规划为以特色休闲旅游为主的兼有游艇停泊活动、特色旅游商业的滨水旅游地带，成为城区的开放式花园。建设水街——游览休闲、旅游购物，规划滨水绿地作为游览休闲空间。在道路规划方面，将东起榆亚路，西至鹿回头西山脚下的南边海路改造为双向三车道与以向四车道混合的高档沥青路面，并改造街坊支路，带动整个景区的发展与建设。

To the detailed planning idea of South Sea Road on Aug. 12, 2005, it plans to build this area to high level yacht tourism area, Luhuitou scenic spot and holiday resort. And the north area of South Sea Road will become the open garden of the city with feature mainly in leisure tourism and also has activities of yacht and shopping. To build water street: leisure sightseeing, shopping and green land. For the plan of road, there will be a two-way three or four lanes high quality road east from Yuya Road to the west of the bottom of the Luhuitou Mountain. All these will promote the development and construction of this area.

配套方面，除现有的鹿回头公园及星级酒店外，政府对整个鹿回头区域进行了综合配套，包括鹿回头宾馆（五星级）的改造，高尔夫球场的规划建设，使其不但具备城市的功能，又不能破坏原有的自然资源与生态环境，以保持原有的历史文化为原则，对鹿回头区域在十一五期间的宏观设想在2010年前全部得以实现。

For supporting facilities, the government provides comprehensive facilities and services for the whole Luhuitou aarea including Luhuitou Hotel (five-star level) and golf course. So this area will have all functions of city without destroy natural resources and eco-environment for construction principle of keeping its original history and culture. The blueprint of this area for 11 five-year plans will be completed before the year 2010.
